Imp\u00f4t sur le revenu : gel du bar\u00e8me et pression accrue \u201csilencieuse\u201d<\/h2>\n<p data-start=\"2606\" data-end=\"2820\">Habituellement, le <strong data-start=\"2625\" data-end=\"2660\">bar\u00e8me de l\u2019imp\u00f4t sur le revenu<\/strong> est <strong data-start=\"2665\" data-end=\"2691\">index\u00e9 sur l\u2019inflation<\/strong>, ce qui permet d\u2019\u00e9viter que la simple hausse nominale des revenus ne fasse m\u00e9caniquement \u201cgrimper de tranche\u201d les contribuables.<\/p>\n<p data-start=\"2822\" data-end=\"2883\">Pour 2026, le PLF pr\u00e9voit au contraire un <strong data-start=\"2864\" data-end=\"2881\">gel du bar\u00e8me<\/strong> :<\/p>\n<ul data-start=\"2885\" data-end=\"3301\">\n<li data-start=\"2885\" data-end=\"2972\">\n<p data-start=\"2887\" data-end=\"2972\">Les seuils de tranches <strong data-start=\"2910\" data-end=\"2942\">ne seraient plus revaloris\u00e9s<\/strong> en fonction de l\u2019inflation,<\/p>\n<\/li>\n<li data-start=\"2973\" data-end=\"3301\">\n<p data-start=\"2975\" data-end=\"3301\">Ce gel s\u2019accompagne de la reconduction de la <strong data-start=\"3020\" data-end=\"3080\">contribution diff\u00e9rentielle sur les hauts revenus (CDHR)<\/strong>, introduite pour 2025, qui garantit un <strong data-start=\"3120\" data-end=\"3150\">taux moyen minimum de 20 %<\/strong> pour environ 24 000 foyers les plus ais\u00e9s (revenus &gt; 250 000 \u20ac pour un c\u00e9libataire, 500 000 \u20ac pour un couple). <span class=\"\" data-state=\"closed\"><span class=\"ms-1 inline-flex max-w-full items-center relative top-[-0.094rem] animate-[show_150ms_ease-in]\" data-testid=\"webpage-citation-pill\"><a class=\"flex h-4.5 overflow-hidden rounded-xl px-2 text-[9px] font-medium transition-colors duration-150 ease-in-out text-token-text-secondary! bg-[#F4F4F4]! dark:bg-[#303030]!\" href=\"https:\/\/www.vie-publique.fr\/loi\/300444-budget-de-letat-2026-projet-de-loi-de-finances-plf-2026?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\"><span class=\"relative start-0 bottom-0 flex h-full w-full items-center\"><span class=\"flex h-4 w-full items-center justify-between overflow-hidden\"><span class=\"max-w-[15ch] grow truncate overflow-hidden text-center\">vie-publique.fr<\/span><\/span><\/span><\/a><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<p data-start=\"3303\" data-end=\"3340\">\ud83d\udc49 <strong data-start=\"3306\" data-end=\"3340\">En pratique pour vos clients :<\/strong><\/p>\n<ul data-start=\"3341\" data-end=\"3614\">\n<li data-start=\"3341\" data-end=\"3486\">\n<p data-start=\"3343\" data-end=\"3486\">Pour les revenus \u201cclassiques\u201d qui augmentent un peu avec l\u2019inflation, cela revient \u00e0 une <strong data-start=\"3432\" data-end=\"3460\">hausse d\u2019imp\u00f4t implicite<\/strong> (\u201cprogression froide\u201d).<\/p>\n<\/li>\n<li data-start=\"3487\" data-end=\"3614\">\n<p data-start=\"3489\" data-end=\"3614\">Pour les tr\u00e8s hauts revenus, la CDHR renforce la <strong data-start=\"3538\" data-end=\"3566\">pression fiscale globale<\/strong>, m\u00eame en pr\u00e9sence de niches ou d\u2019optimisations.<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"3616\" data-end=\"3619\">\n<h2 data-start=\"3621\" data-end=\"3691\">&nbsp;3. Retraites : nouveau sch\u00e9ma d\u2019abattement, gagnants et perdants<\/h2>\n<p data-start=\"3693\" data-end=\"3780\">Les d\u00e9bats sont vifs autour de la <strong data-start=\"3727\" data-end=\"3778\">r\u00e9forme de l\u2019abattement fiscal sur les pensions<\/strong> :<\/p>\n<ul data-start=\"3782\" data-end=\"4041\">\n<li data-start=\"3782\" data-end=\"3868\">\n<p data-start=\"3784\" data-end=\"3868\">L\u2019<strong data-start=\"3786\" data-end=\"3815\">abattement actuel de 10 %<\/strong> sur les pensions de retraite serait <strong data-start=\"3852\" data-end=\"3864\">supprim\u00e9<\/strong> ;<\/p>\n<\/li>\n<li data-start=\"3869\" data-end=\"4041\">\n<p data-start=\"3871\" data-end=\"3930\">Il serait remplac\u00e9 par un <strong data-start=\"3897\" data-end=\"3923\">abattement forfaitaire<\/strong> de :<\/p>\n<ul data-start=\"3933\" data-end=\"4041\">\n<li data-start=\"3933\" data-end=\"3969\">\n<p data-start=\"3935\" data-end=\"3969\"><strong data-start=\"3935\" data-end=\"3946\">2 000 \u20ac<\/strong> pour un c\u00e9libataire,<\/p>\n<\/li>\n<li data-start=\"3972\" data-end=\"4041\">\n<p data-start=\"3974\" data-end=\"4041\"><strong data-start=\"3974\" data-end=\"3985\">4 000 \u20ac<\/strong> pour un couple. <span class=\"\" data-state=\"closed\"><span class=\"ms-1 inline-flex max-w-full items-center relative top-[-0.094rem] animate-[show_150ms_ease-in]\" data-testid=\"webpage-citation-pill\"><a class=\"flex h-4.5 overflow-hidden rounded-xl px-2 text-[9px] font-medium transition-colors duration-150 ease-in-out text-token-text-secondary! bg-[#F4F4F4]! dark:bg-[#303030]!\" href=\"https:\/\/www.vie-publique.fr\/loi\/300444-budget-de-letat-2026-projet-de-loi-de-finances-plf-2026?utm_source=chatgpt.com\" target=\"_blank\" rel=\"noopener\"><span class=\"relative start-0 bottom-0 flex h-full w-full items-center\"><span class=\"flex h-4 w-full items-center justify-between overflow-hidden\"><span class=\"max-w-[15ch] grow truncate overflow-hidden text-center\">vie-publique.fr<\/span><\/span><\/span><\/a><\/span><\/span><\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p data-start=\"4043\" data-end=\"4081\">\ud83c\udfaf <strong data-start=\"4046\" data-end=\"4081\">Effets patrimoniaux probables :<\/strong><\/p>\n<ul data-start=\"4082\" data-end=\"4455\">\n<li data-start=\"4082\" data-end=\"4224\">\n<p data-start=\"4084\" data-end=\"4224\">Pour les <strong data-start=\"4093\" data-end=\"4114\">petites retraites<\/strong>, les 2 000 \u20ac forfaitaires pourront repr\u00e9senter <strong data-start=\"4162\" data-end=\"4179\">plus que 10 %<\/strong> de la pension imposable \u2192 <strong data-start=\"4206\" data-end=\"4221\">gain fiscal<\/strong>.<\/p>\n<\/li>\n<li data-start=\"4225\" data-end=\"4455\">\n<p data-start=\"4227\" data-end=\"4384\">Pour les <strong data-start=\"4236\" data-end=\"4255\">retrait\u00e9s ais\u00e9s<\/strong>, l\u2019abattement de 10 % est souvent sup\u00e9rieur (sur des pensions \u00e9lev\u00e9es), donc la bascule vers un montant fixe se traduira par :<\/p>\n<ul data-start=\"4387\" data-end=\"4455\">\n<li data-start=\"4387\" data-end=\"4421\">\n<p data-start=\"4389\" data-end=\"4421\">une <strong data-start=\"4393\" data-end=\"4418\">base imposable accrue<\/strong>,<\/p>\n<\/li>\n<li data-start=\"4424\" data-end=\"4455\">\n<p data-start=\"4426\" data-end=\"4455\">donc un <strong data-start=\"4434\" data-end=\"4454\">imp\u00f4t plus \u00e9lev\u00e9<\/strong>.<\/p>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p data-start=\"4457\" data-end=\"4688\">Dans le m\u00eame temps, le <strong data-start=\"4480\" data-end=\"4494\">PLFSS 2026<\/strong> envisage une <strong data-start=\"4508\" data-end=\"4580\">non\u2011revalorisation des pensions et de plusieurs prestations sociales<\/strong> en 2026, dans une logique de d\u00e9sendettement de la S\u00e9curit\u00e9 sociale. <span class=\"\" data-state=\"closed\"><span class=\"ms-1 inline-flex max-w-full items-center relative top-[-0.094rem] animate-[show_150ms_ease-in]\" data-testid=\"webpage-citation-pill\"><a class=\"flex h-4.5 overflow-hidden rounded-xl px-2 text-[9px] font-medium transition-colors duration-150 ease-in-out text-token-text-secondary! bg-[#F4F4F4]! dark:bg-[#303030]!\" href=\"https:\/\/www.economie.gouv.fr\/actualites\/presentation-du-projet-de-budget-pour-2026\" target=\"_blank\" rel=\"noopener\"><span class=\"relative start-0 bottom-0 flex h-full w-full items-center\"><span class=\"flex h-4 w-full items-center justify-between\"><span class=\"max-w-[15ch] grow truncate overflow-hidden text-center\">Minist\u00e8re de l&rsquo;\u00c9conomie<\/span><span class=\"-me-1 flex h-full items-center rounded-full px-1 text-[#8F8F8F]\">+1<\/span><\/span><\/span><\/a><\/span><\/span><\/p>\n<hr data-start=\"4690\" data-end=\"4693\">\n<h2 data-start=\"4695\" data-end=\"4758\">&nbsp;4. Nouvelle taxe sur le patrimoine financier des holdings<\/h2>\n<p data-start=\"4760\" data-end=\"4945\">Un autre point tr\u00e8s sensible \u2013 et tr\u00e8s comment\u00e9 dans les milieux patrimoniaux \u2013 concerne la <strong data-start=\"4852\" data-end=\"4903\">cr\u00e9ation d\u2019une taxe sur le patrimoine financier<\/strong> visant les <strong data-start=\"4915\" data-end=\"4943\">\u201choldings patrimoniales\u201d<\/strong> :<\/p>\n<ul data-start=\"4947\" data-end=\"5338\">\n<li data-start=\"4947\" data-end=\"5102\">\n<p data-start=\"4949\" data-end=\"5102\">La taxe ciblera les <strong data-start=\"4969\" data-end=\"5023\">actifs financiers log\u00e9s dans des soci\u00e9t\u00e9s holdings<\/strong> lorsque ces actifs n\u2019ont <strong data-start=\"5049\" data-end=\"5098\">pas de lien avec une activit\u00e9 professionnelle<\/strong> ;<\/p>\n<\/li>\n<li data-start=\"5103\" data-end=\"5338\">\n<p data-start=\"5105\" data-end=\"5338\">Objectif affich\u00e9 : <strong data-start=\"5124\" data-end=\"5167\">limiter les strat\u00e9gies de contournement<\/strong> de l\u2019imp\u00f4t par interposition de holdings \u201ccoquilles vides\u201d d\u00e9tenant uniquement des portefeuilles ou de l\u2019immobilier de jouissance. <span class=\"\" data-state=\"closed\"><span class=\"ms-1 inline-flex max-w-full items-center relative top-[-0.094rem] animate-[show_150ms_ease-in]\" data-testid=\"webpage-citation-pill\"><a class=\"flex h-4.5 overflow-hidden rounded-xl px-2 text-[9px] font-medium transition-colors duration-150 ease-in-out text-token-text-secondary!
